who leaves at least five hundred dollars to the Association and such membership on payment of said sum to the Association will entitle the name of the deceased to be forever enrolled in the list of members as "Perpetual" with the words "In Memoriam" added thereto. Funds received therefor shall be invested by the Treasurer in interest bearing securities legal for trust funds in the District of Columbia. Only the interest shall be expended by the Association. When such funds are in the treasury the Treasurer shall be bonded. Provided; that in the event the Association becomes defunct or dissolves then, in that event, the Treasurer shall turn over any funds held in his hands for this purpose for such uses, individuals or companies that the donor may designate at the time he makes the bequest or the donation.
